HPDP is a five-year (2012-2017) United States Agency for International Development (USAID) health policy project implemented by the UPecon Foundation, Inc. It supports the Department of Health (DOH)-led policy formulation process for scaling up Universal Health Care (UHC). Goal To strengthen a supportive policy and financing environment for family planning and maternal, newborn and child health and nutrition (FP/MNCHN) and tuberculosis (TB) to enable the Philippines to achieve its Millennium Development Goals in health, as well as expand and sustain its UHC initiative. Background The issuance of critical policies for FP/MNCHN and TB implementation under UHC and the significant increases in budgets of the Department of Health (DOH) have yet to significantly improve overall health outcomes. This can be attributed to difficulties in implementing interventions at scale. HPDP2 will support the DOH in scaling up implementation of FP/MNCHN and TB interventions. The project will provide assistance through two components:
- Establishing an institutional platform to help the DOH design, implement, monitor and evaluate the UHC agenda; and
- Improving policies and health systems to remove policy and systems barriers to improved supply and demand for FP/MNCHN and TB services
- Improving policies and regulations on service delivery of priority interventions that impact on FP/MNCHN and TB outcomes
- Ensuring sustainable health care financing particularly for FP/MNCHN and TB
- Strengthening policy and national program monitoring and evaluation
- Capacity building for more vigorous implementation of health reforms
Interventions HPDP2 will organize and deliver technical assistance through four channels:
- Support to Field Operations will manage and deliver technical assistance on policy, regulation, and financing concerns to the DOH Operations Clusters and Centers for Health Development to address scale-up problems of FP/MNCHN and TB interventions.
- Support to Policy, Regulation and Financing will provide assistance to the DOH central office including technical clusters, bureaus, PhilHealth and other attached agencies in removing policy, regulatory, and financial barriers that impede the flow of resources for FP/MNCHN and TB interventions.
- Support to Implementation Research, Monitoring, and Evaluation will assist the DOH in monitoring the progress and evaluating the impact of interventions aimed at improving FP/MNCHN and TB outcomes, and conducting implementation research on possible solutions to scale-up problems.
- Support to Capacity Building and Knowledge Management will provide assistance to the DOH in managing interventions designed to build up and sustain capacity to manage information, scale up reform implementation, and address future strategic policy issues of the health sector. This includes assisting DOH in establishing an Institutional Platform for UHC.
